Ok I think I might have spied the problem in the packet.
The coordinates in the packet have been constructed using , as a decimal point. An age old classic internationalisation problem
This would probably be rejected by the APRS server if it always expects a .
To test, set your computer to UK or USA location and set Language to English and reboot. Confirm the . in Calculator?
Then see if RadLog APRS is working. If it does then that's the problem, and it's a bug in RadLog that needs to be fixed.

I remember an even worse problem caused by the , rather than the . Many moons ago I worked for the Department of Employment,  they updated the software on the national computer system one weekend (used dumb terminals and punched tape for data input). Come Tuesday someone input a comma into an input, the system crashed and it took a week to sort it. We had to handle all the benefit claims clerically, and there were very few of us who knew how to do it.

It works now !!! 

It was because you have to change the Windows system to Great Britain!

Thanks to Daniel and Alex for the help! 

I will now do some advertising in the amateur radio association so that this great project is also
used more in Germany among radio amateurs and APRS users because weather data are often
shared but almost no nuclear radiation measurement results.

Now I will try to change the transmission from my callsign DG5BAA to my Internet gateway DB0LW.
So I would have a beacon with information about the local gateway in Luckenwalde (Yaesu C4FM, Wires-X, frequency)
and additional information about the current nuclear radiation.

So again, many, many thanks to everyone involved !!!!
