Sadly, the USA charts by county for the most part only reflect the already-known-infected individuals plus those who came into immediate contact, such as unprepared health care workers, fellow passengers, etc.. When or if we start doing wide scale surveillance testing, those numbers will likely skyrocket.

Czech Republic closes down all schools and bans events more than 100
They have 40 cases at the moment. From these actions they at least seem like they know what to do to prevent spread.

As this pans out we will see which countries have state systems that are more connected with reality.
