It seems so, unless there is some fix out there for it. You could try searching. Support for XP stopped back in April 2009 and the extended support stopped in April 2014, so there hasn't been any updates for the last 9 years.
I have radlog running on Windows 7, but that required a root certificate update for it to work. I think 7 may be the minimum version now.
