The more credible sources I found say it's mostly naturally occurring Radon gas being washed down, but was it this much before Fukushima? I haven't done enough research to say for sure.

This Geiger kit has been working from 10/2014. It lies on the same place.
Of course, during that time has passed more than one rainy season,
but these readings I have got the first time.
slight raising level when burning peat bogs in the area of Chernobyl in May-June of this year.
but it was very slight increase from the average 20-25CPM to 30-35.
